E-Challans Surge in Five Years: States Collect Over ₹20,000 Crore in Traffic Violations

The digital enforcement of traffic regulations has seen a massive rise in India, with over 12 crore e-challans issued across several states and Union Territories between January 1, 2019, and December 31, 2023. According to data shared on the e-Challan portal, this initiative has significantly contributed to state revenues, collecting over ₹54,000 crore during this period.

The statistics, revealed by Union Minister of Road Transport & Highways Nitin Gadkari in a written reply in the Rajya Sabha, highlight the state-wise distribution of e-challans and revenue. Here are the key numbers:

  • Tamil Nadu: Leading in enforcement, Tamil Nadu issued 5.57 crore challans, generating ₹755 crore in revenue.
  • Uttar Pradesh: With 4.40 crore challans, the state accrued the highest revenue at ₹2,495 crore.
  • Kerala: Known for its traffic awareness campaigns, Kerala issued 1.88 crore challans, collecting ₹690 crore.
  • Haryana: Despite a smaller population, Haryana recorded 1.03 crore challans, contributing ₹1,465 crore to its coffers.

However, the implementation of e-challans is not uniform across the country. States such as Telangana, Arunachal Pradesh, and Nagaland, along with Union Territories like Lakshadweep and the Andaman & Nicobar Islands, were excluded from this data due to the non-implementation of the e-Challan system during the given period.

The e-Challan initiative, aimed at promoting road safety and ensuring compliance with traffic laws, has not only streamlined enforcement but also significantly boosted state revenues. With increasing digitization, more states are expected to adopt this system, ensuring wider compliance and enhanced road safety measures across the country.
