Bihar’s Big HAM Move: ₹3,822 Crore Greenfield Expressway to Turbo-Boost Connectivity & Tourism

New Delhi — The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has given the green light to a major infrastructure push in Bihar with the approval of the 4-lane Sahebganj–Areraj–Bettiah section of National Highway-139W, to be constructed on the Hybrid Annuity Mode (HAM). The 78.942 km project comes with a total capital cost of ₹3,822.31 crore — roughly the price of a small fleet of business jets, but a lot more useful for everyday travellers.


🏗️ A Highway That’s More Than Just Tarmac

The proposed greenfield four-lane stretch will supercharge connectivity between Patna and Bettiah, weaving together districts like Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, East Champaran and West Champaran — right up to the Indo-Nepal border.

This isn’t just another ribbon of asphalt. Think of it as Bihar’s new economic spine, built to:

  • Support long-distance freight traffic
  • Enhance access to industrial and agricultural hubs
  • Unlock regional economic growth by linking seven PM Gati Shakti economic nodes, six social nodes, eight logistics hubs, and nine major tourism & religious centres.

🧭 Fast Lane to Heritage & Tourism

If you’ve ever crawled through congested routes to reach Kesariya Buddha Stupa or Someshwarnath Mandir, relief is on the horizon. NH-139W will improve access to:

  • Kesariya Buddha Stupa (Sahebganj)
  • Someshwarnath Mandir (Areraj)
  • Jain Mandir & Vishwa Shanti Stupa (Vaishali)
  • Mahavir Temple (Patna)

The upgraded connectivity is set to strengthen the Buddhist circuit, boost international tourism, and perhaps even give GPS apps a reason to smile when rerouting pilgrims and tourists.


🏎️ From 2.5 Hours to 1 Hour: Bihar’s Own ‘Fast & the Curious’

Currently, the drive from Sahebganj to Bettiah takes around 2.5 hours — plenty of time to finish a playlist or two. Once complete, the new highway will cut that down to just 1 hour, with vehicles cruising at average speeds of 80 km/h (design speed: 100 km/h).

No potholes, no village bottlenecks, no unplanned chai breaks — just smooth, uninterrupted connectivity linking NH-31, NH-722, NH-727, NH-27 and NH-227A.


👷 Jobs, Growth & a Dash of HAM

The project is expected to generate 14.22 lakh man-days of direct employment and 17.69 lakh man-days indirectly, besides spurring new opportunities along the corridor.

Built under the Hybrid Annuity Mode, it’s the perfect blend of public investment and private execution — a little bit government, a little bit entrepreneur, and hopefully, a lot faster than traditional methods.

Beyond the numbers and maps, the Sahebganj–Areraj–Bettiah highway is a strategic, cultural and economic corridor that promises to:

  • Ease pressure on existing congested routes
  • Offer high-speed alternate connectivity
  • Link trade and tourism seamlessly from Patna to Nepal’s doorstep

Bihar’s road network is getting its own ‘turbo upgrade’ — and this time, it’s not just about reaching faster, but growing smarter.
