Concessionaire Performance to Be Measured Through Pavement Metrics and Digital Monitoring
In a move to enhance accountability and ensure higher quality in the construction and maintenance of National Highways, the National Highways Authority of India (NHAI) has unveiled a new performance assessment rating system for its concessionaires. This initiative introduces a transparent and data-driven approach to evaluate the entities involved in highway development and upkeep.
Key Features of the Rating System
The system will assess concessionaires every six months, with ratings published on the NHAI website and social media platforms. The evaluation will focus on two critical aspects:
- Pavement Condition Index (PCI) – A scientifically calculated metric ranging from 0 to 100, PCI evaluates road conditions from ‘Excellent’ to ‘Failed.’ It takes into account parameters such as roughness, potholes, cracking, raveling, rut depth, and patchwork. Advanced technologies like Laser Crack Measurement Systems and Network Survey Vehicles (NSVs) will be deployed to collect and analyze data under the supervision of dedicated NHAI teams.
- Defect Rectification Compliance – Using the NHAI One App, over 95 potential defects can be reported, monitored, and addressed digitally. This compliance accounts for 20% of the total rating, while PCI contributes the remaining 80%.
Implications for Concessionaires
Based on their performance scores, concessionaires will be categorized, with those scoring below 70 deemed “non-performers.” These contractors will be barred from bidding on new highway projects until they demonstrate improvement. Ratings will be calculated at both individual project levels and overall concessionaire levels, with periodic reviews every six months.
