In a written reply to Rajya Sabha today, Union Minister for Road Transport & Highways, Nitin Gadkari, addressed concerns over excess toll charges collected at National Highway Fee Plazas during construction delays. This issue, highlighted by the Comptroller and Auditor General (CAG), has brought attention to lapses in toll collection protocols and subsequent corrective measures.
Key Cases of Excess Toll Collection
- Vandalur to Guduvancherry, Tamil Nadu (NH-32):
During the 8-laning of the Vandalur-Guduvancherry stretch (2018-2021), a 75% reduction in toll fees mandated by Rule 4 of the NH Fee (Determination of Rates and Collection) Rules, 2008, was not applied. This oversight led to excess toll collection amounting to ₹6.54 crore. The funds have since been deposited into the Consolidated Fund of India (CFI), and toll rates were adjusted in April 2021 after construction was completed. - Chitradurga to Davangere, Karnataka (NH-4):
Concerns were raised about toll fees at the Hebbalu and Chalageri plazas during delays in the 6-laning project. However, the National Highways Authority of India (NHAI) clarified that fee reductions were implemented starting January 2018, in line with the project’s Appointed Dates. Delays caused by the COVID-19 pandemic were offset by approved Extensions of Time (EOT), ensuring compliance with regulations.
Government’s Response and Reforms
Minister Gadkari emphasized that excess toll collections identified by CAG have been accounted for and not retained by private concessionaires. These funds have been duly deposited into the CFI. To prevent such occurrences, NHAI has undertaken several measures:
- FASTag Implementation: Ensures automated toll collection and reduces discrepancies.
- Audits and Inspections: Regular assessments of toll plaza operations.
- 24/7 Helpline (1033): A dedicated helpline for addressing user grievances, toll-related issues, and emergency services.
The government has reiterated its commitment to improving transparency in toll operations, minimizing overcharges, and ensuring timely project completion.
