India Launches Electric Mobility Promotion Scheme (EMPS) 2024: A Boost for Green Mobility

New Delhi, March 13, 2024 — The Ministry of Heavy Industries has announced the launch of the Electric Mobility Promotion Scheme (EMPS) 2024, aimed at accelerating the adoption of electric vehicles (EVs) and bolstering the country’s EV manufacturing ecosystem. The initiative, detailed in gazette notification 1334 (E), allocates Rs. 500 crore for the scheme, which runs from April 1 to July 31, 2024.

Key Features of EMPS 2024

  • Duration and Budget: The scheme operates over a four-month period with a budget of Rs. 500 crore.
  • Limited Funds and Vehicles: EMPS 2024 is designed as a fund-limited program, supporting a restricted number of electric two-wheelers (e-2w) and three-wheelers (e-3w) until funds are depleted or the vehicle limit is reached.
  • Incentive Allocation: The total payout for demand incentives is capped at Rs. 493.55 crore. Subsidies are available on a first-come, first-served basis.
  • Eligibility: To qualify for incentives, EVs must be both manufactured and registered within the scheme’s validity period.

Impact and Implementation

The EMPS 2024 is poised to make a significant impact on India’s green mobility landscape by encouraging the production and adoption of electric vehicles. This strategic move supports the country’s broader environmental goals and promotes the development of a robust EV manufacturing sector.

As the scheme is fund-limited and time-bound, potential beneficiaries are urged to act swiftly. Once the allocated funds or the vehicle cap is reached, no further claims will be processed, ensuring that only the earliest applicants benefit from the incentives.

The Ministry of Heavy Industries anticipates that EMPS 2024 will not only reduce carbon emissions but also stimulate economic growth through the expansion of the EV market.

The breakup of scheme outlay for the duration 1st April, 2024 till 31st July, 2024 in terms of fund allocation and maximum number of vehicles to be supported sub-component-wise, is as under:-
